The Bid For Poland: Institutions Scramble To Finance Poland’s First Nuclear Power Plant

These commitments highlight growing global interest in the project.

Two French financial institutions are the latest to express interest in supporting Poland’s first nuclear power plant, the Pomeranian Nuclear Power Plant. Bpifrance Assurance Export, an export credit agency, and Sfil, a public development bank, have submitted letters of intent to Polskie Elektrownie Jądrowe (PEJ), a special-purpose vehicle owned by Poland’s state treasury, to finance the project with a combined value of 15 billion PLN (approximately 3.75 billion USD). 

This follows a growing global interest in financing the Polish plant. Just days before the French institutions’ announcements, Export Development Canada committed to providing 2.02 billion CAD (around 1.45 billion USD), and last month, the U.S. International Development Finance Corporation expressed interest in financing 980 million USD for the project. The U.S. Export-Import Bank also committed to financing an amount of 70 billion PLN. With these letters of intent, PEJ has already secured over 95 billion PLN in total financing for the Pomeranian Nuclear Power Plant, marking a significant step in the development of Poland’s first nuclear facility.

PEJ will collaborate with Westinghouse, an American manufacturing company, and Bechtel, an American engineering firm, to bring the Pomeranian plant to life. Westinghouse has been selected to provide its AP1000 reactor technology for the plant, which will feature three AP1000 reactors and be constructed at the Lubiatowo-Kopalino site in northern Poland. Bechtel will work in collaboration with both Westinghouse and PEJ to define the site-specific design of the plant. The engineering documentation details the key components of the plant, which will include the nuclear island, the turbine island, the associated installations and auxiliary equipment, besides administrative buildings and safety infrastructure. The goal is to have the power plant fully operational by 2033.

In addition to growing international support, Poland’s domestic support for nuclear energy is overwhelming. A nationwide survey conducted by the Ministry of Industry revealed that 92.5% of Poles support the construction of a nuclear power plant, with 79.6% are open to having one built near their home. However, 96.6% of respondents agree that an information campaign is needed in Poland to educate the residents. The survey also highlighted strong backing for nuclear energy as a low-emission power source, with the majority of respondents recognizing its role in combating climate change. 

With such strong public backing and substantial financial support, Poland’s first nuclear power plant is poised to play a key role in the country’s energy future and solidify its position as a major player in the growing global nuclear industry.
